The Energy and Petroleum Regulatory Authority (EPRA) has appointed Dr Engineer Joseph Oketch as the Acting Director General following the arrest and subsequent resignation of Director General Daniel Kiptoo.

In a statement, the EPRA Board announced that Dr Oketch will take over the role in an acting capacity as the authority works to ensure continuity in its operations amid ongoing investigations. The board said the appointment takes immediate effect.

The leadership change comes in the wake of recent developments that saw Kiptoo step down after his arrest in connection with a probe into the multi-billion shilling fuel importation saga that has drawn national attention.

The scandal has raised concerns about oversight and accountability within the petroleum sector, prompting swift action from authorities.

The board noted that Dr Oketch brings a wealth of experience in the energy sector, having served in various technical and leadership roles.

It expressed confidence in his ability to steer the authority during the transition period and maintain stability within the organisation.

According to the board, the appointment is aimed at ensuring that EPRA continues to discharge its regulatory mandate effectively, without disruption.

It emphasised that the authority plays a critical role in safeguarding consumer interests, maintaining fair pricing, and ensuring compliance within the energy sector.

The board further assured stakeholders that all necessary measures are being taken to uphold integrity and transparency in the authority’s operations.

It said the ongoing investigations into the circumstances surrounding Kiptoo’s arrest will proceed independently, and that due process will be followed.

Dr Oketch is expected to oversee key functions of the authority, including regulation of petroleum and energy markets, enforcement of standards, and monitoring of supply and pricing mechanisms.

His immediate task will be to reassure the public and industry players of the authority’s commitment to stability and accountability.

The leadership transition comes at a time when the energy sector is under heightened scrutiny, particularly following concerns over fuel quality and procurement processes.

Stakeholders have called for stronger oversight and reforms to prevent irregularities and restore public confidence.
