President William Ruto has broken his silence on the arrest and subsequent resignation of four senior officials implicated in the KSh4 billion substandard fuel scandal.

The President spoke on April 5 during a church service in Kilgoris, Narok County, where he vowed to take decisive action against those involved, regardless of their status within the energy sector.

Ruto said the arrests of Mohamed Liban, the Principal Secretary for Petroleum, Joe Sang, the Managing Director of the Kenya Pipeline Company, and Daniel Kiptoo Bargoria, the Director General of the Energy and Petroleum Regulatory Authority, form part of his administration’s broader efforts to tackle corruption in key government sectors.

He emphasised that his government remains committed to fulfilling its anti-corruption pledge made in 2022, noting that some Kenyans had initially doubted his resolve.

"In 2022, we talked about ending corruption, and many did not believe it. They thought it was a bluff," Ruto said.

The President maintained that his administration is moving beyond rhetoric and is now focused on concrete action to root out graft.

"I want to say here today, we will not talk about corruption. We will do what needs to be done so corruption ends in this country. People thought it was a bluff," he added.

Ruto’s remarks come at a time when the government is under increasing pressure to address concerns over accountability and transparency, particularly in sectors handling critical national resources such as energy.

The substandard fuel scandal, which involves billions of shillings, has raised questions about regulatory oversight and the integrity of supply chains within the petroleum industry.

The arrests of the senior officials signal what the government describes as a firm stance against malpractice and abuse of office.

While investigations into the matter are ongoing, the President’s comments suggest that further action could be taken as authorities continue to pursue those found culpable.
