IEBC Requests Sh888 Million Supplementary Budget for Voter Registration, Exit Package and By-Elections

The Independent Electoral and Boundaries Commission (IEBC) has requested a supplementary budget of Sh888 million to support several key activities, including voter registration, by-elections, the exit package for former Chief Executive Officer Hussein Marjan, and the purchase of vehicles for commissioners.

Acting IEBC Chief Executive Officer Moses Sunkuli revealed the request while explaining the commission’s current financial needs. 

According to Sunkuli, the additional funds are necessary to ensure the electoral body continues carrying out its responsibilities effectively.

Sunkuli said part of the money will be used to support voter registration activities across the country. 

The commission plans to continue updating the voter register to ensure that more eligible Kenyans are included in the electoral system. 

He explained that voter registration is an important process that allows citizens who have reached the legal voting age to participate in future elections.

The acting CEO noted that maintaining an updated voter register requires resources for equipment, staff training, and public awareness campaigns. 

Without proper funding, he warned that it would be difficult for the commission to expand voter registration and prepare adequately for upcoming electoral events.

Another portion of the requested funds will go toward settling the exit package for former CEO Hussein Marjan, who left the commission earlier. 

Sunkuli explained that the payment is part of contractual obligations that must be fulfilled following the end of Marjan’s tenure at the electoral body.

The commission is also seeking funds to purchase vehicles for its commissioners. 

According to Sunkuli, the vehicles will help commissioners carry out official duties, including traveling across the country for election-related activities, inspections, and public engagement meetings.

In addition, the supplementary budget will help the commission conduct several by-elections expected in different parts of the country. 

By-elections occur when an elected leader’s seat becomes vacant due to death, resignation, or other circumstances.

Sunkuli said organizing such elections requires significant planning and financial resources. 

Expenses include printing ballot papers, training election officials, transporting voting materials, and ensuring security at polling stations.

He emphasized that IEBC remains committed to ensuring that all electoral processes are conducted in a transparent and credible manner. 

However, he added that this can only be achieved if the commission receives the necessary financial support from the government.

“The commission has several responsibilities that must be carried out within specific timelines,” Sunkuli said. “Adequate funding is essential to ensure these activities are completed smoothly and in line with the law.”

The request for additional funding now awaits consideration by the relevant government authorities responsible for approving budget allocations.
