Ruto’s New Pareno shares Raila’s last message after landing govt appointment

Principal Secretary for the State Department of Justice, Human Rights, and Constitutional Affairs, Judith Pareno, expressed heartfelt gratitude to President William Ruto and the late former Prime Minister Raila Odinga during her thanksgiving ceremony in Kajiado County on Saturday, February 28, 2026.

The event, held at her homecoming in Mashuru, was marked by heavy rain as President Ruto arrived, which Pareno described as a blessing from God. 

Speaking to attendees, she reflected on her journey and the significance of her appointment.

“It’s only by God’s grace that today, Your Excellency, through your appointment, I have broken another record.

Perhaps others do not know, but we have never had a Maasai Principal Secretary in this country since independence.

Thank you, Your Excellency, because through you, we have a record,” Pareno said, receiving applause from the gathered crowd.

Pareno’s remarks highlighted the importance of her role in the State Department of Justice, Human Rights, and Constitutional Affairs, a position she assumed following the formation of the broad-based government between President Ruto’s administration and Raila Odinga’s Orange Democratic Movement (ODM) in early 2025.

She noted that her appointment was not only a personal achievement but also a historic milestone for the Maasai community.

She expressed deep appreciation for the late Raila Odinga, noting his role in supporting inclusive governance and national unity, which contributed to opportunities for leaders from diverse communities.

Pareno said that the partnership between Ruto and the late Raila Odinga created an enabling environment for young leaders and women, as well as representatives from historically marginalized communities, to rise to key positions.

During her speech, she acknowledged the challenges and responsibilities that come with her role.

Pareno emphasized her commitment to uphold justice, promote human rights, and strengthen constitutional affairs in Kenya.

She said her appointment is a platform to serve all Kenyans and ensure that government policies reflect fairness, equity, and accountability.

The ceremony drew political leaders, community elders, family members, and residents who came to celebrate her achievement.

Pareno’s historic appointment as the first Maasai Principal Secretary since independence resonated with many attendees, symbolizing progress and representation for the community in national governance.
