Government Signals Tough Stance on Corruption as Ruku Pledges Crackdown Within Public Service

Public Service Cabinet Secretary Geoffrey Ruku has warned corrupt public officials of swift action following a damning report by the Ethics and Anti-Corruption Commission that exposed widespread graft, with the judiciary topping the list of high-value bribe recipients.

Speaking during the launch of the Kenya National Gender and Corruption Survey 2025 at Safari Park Hotel on Friday, Ruku said the government will not tolerate corruption within the public service. 

He noted that the findings of the report highlight the urgent need for decisive action to restore integrity across institutions.

Ruku reiterated that the government under President William Ruto remains firm that individuals implicated in corruption have no place in public service.

He emphasised that accountability must be upheld at all levels, adding that public trust can only be rebuilt through consistent enforcement of the law.

“I will act with supersonic speed to deal with any corrupt officer in my ministry before the President takes action on me. I will not allow anyone to derail institutions or departments under my ministry through corruption,” he said.

The Cabinet Secretary underscored his commitment to ensuring that officers under his ministry adhere to ethical standards and deliver services with integrity.

He warned that any official found engaging in corrupt practices would face immediate disciplinary action, including possible dismissal.

According to Ruku, corruption continues to undermine service delivery and erode public confidence in government institutions.

He said the administration is determined to address the vice by strengthening oversight mechanisms and promoting transparency in all sectors.

The Kenya National Gender and Corruption Survey 2025 highlights patterns of corruption across various public institutions, drawing attention to the scale and impact of bribery on citizens.

The report places the judiciary among institutions where high-value bribes are most prevalent, raising concerns about access to justice and fairness in legal processes.

Ruku said the findings should serve as a wake-up call for all public officers, urging them to reflect on their conduct and recommit to serving the public with honesty.

He stressed that corruption not only affects economic growth but also disproportionately impacts vulnerable groups, including women and marginalised communities.

He further called on institutions to work closely with anti-corruption agencies to ensure that offenders are held accountable.

Ruku noted that collaboration between government agencies is critical in addressing systemic challenges and sealing loopholes that enable corrupt practices.

The Cabinet Secretary also encouraged members of the public to report corruption cases, assuring them of protection and support.

He said citizen participation is key in the fight against graft, as it helps expose wrongdoing and promotes transparency.
