Okoth is said to have been alone in the cell at the time. According to Khalid, there were 21 other prisoners being held at the station.
“The report (police report) says there were 21 other prisoners at the station, but that Lucky was in one cell alone!” he said in a statement issued on Saturday, April 18.
The circumstances surrounding Okoth’s death remain unclear, including whether he took his own life.
Khalid has called for an independent investigation into the incident, raising concerns over the conditions under which the young man was being held.
He questioned how Okoth ended up alone in a cell while other detainees were held elsewhere within the facility.
Khalid also pointed to inconsistencies in the account provided, noting that the presence of other inmates at the station raises further questions about the circumstances leading to the death.
The case has drawn attention from human rights observers, with calls for transparency and accountability in the handling of detainees in police custody.
Concerns have also been raised about the procedures followed in monitoring individuals held in isolation cells.
Khalid emphasised the need for an impartial inquiry to establish the sequence of events leading up to the incident, including the actions taken by officers on duty at the time.
He said such an investigation would be critical in addressing public concerns and ensuring that justice is served.
