He noted that the situation did not arise overnight but is the result of long-standing leadership failures.
“This city, that should be the pride of Africa, has too often to settle for standards that are, frankly, unacceptable.
This happened because for many years, too many leaders chose comfort, tolerated mediocrity. The result is what we see around us,” Ruto said.
The President’s remarks highlight growing concern over the condition of the capital, including infrastructure challenges, service delivery issues and urban management.
He suggested that a lack of accountability and commitment among past leaders has contributed significantly to the current state of affairs.
Ruto emphasised the need for a shift in leadership approach, calling for higher standards, discipline and a renewed sense of responsibility among those tasked with managing the city.
He said transforming Nairobi into a modern, efficient and globally competitive capital would require deliberate effort and sustained commitment.
The Head of State also pointed to the importance of collaboration between national and county governments in addressing the challenges facing the city.
He noted that effective coordination is essential in implementing policies that can improve infrastructure, sanitation and overall urban planning.
His comments come at a time when the government has been pushing for reforms aimed at improving urban centres across the country.
Nairobi, as the capital, has been at the centre of these efforts, given its role as an economic and administrative hub.
Observers say the President’s statement reflects broader frustrations shared by many residents, who have long raised concerns about congestion, poor waste management and inadequate public services.
The remarks are likely to renew debate on governance and accountability at the county level.
Ruto reiterated that restoring Nairobi’s status as a leading African city is achievable, but only if leaders are willing to confront existing challenges and make difficult decisions.
He urged those in leadership positions to prioritise the needs of residents and to focus on delivering tangible results.
