on Administration and Internal Security and the Independent Policing Oversight Authority (IPOA).
During the discussions, legislators urged IPOA to strengthen its oversight role by embracing emerging technologies such as drones, body-worn cameras, and digital surveillance systems to enhance transparency in policing operations.
The meeting focused on improving accountability mechanisms within the police service, particularly during public demonstrations, which have in the past raised concerns over conduct and use of force.
Committee Chairperson Gabriel Tongoyo set the tone of the meeting by questioning IPOA on its readiness to integrate technology into its oversight framework.
Lawmakers stressed that modern tools could play a critical role in improving evidence collection, monitoring operations in real time, and strengthening public trust in law enforcement.
MPs noted that the use of technology would not only enhance IPOA’s capacity to investigate incidents during protests but also act as a deterrent against misconduct by security officers.
They argued that real-time monitoring systems could help ensure greater compliance with the law during crowd control operations.
The legislators further emphasised that as the country moves closer to the 2027 General Election, there is a need to improve preparedness in managing public order situations.
They warned that elections often come with heightened political activity and public demonstrations, making effective oversight even more critical.
IPOA officials, on their part, were encouraged to adopt innovative approaches that align with global best practices in policing oversight.
Lawmakers said that embracing technology would place Kenya in a stronger position to handle complex security situations while safeguarding citizens’ rights.
The meeting also highlighted the importance of collaboration between oversight institutions and security agencies to ensure that accountability measures are both practical and effective.
MPs noted that technology should complement, rather than replace, human oversight in policing.
