David Maraga Blames Government for Grade 10 Chaos, Says CBE Rollout Was Rushed

UGM presidential aspirant David Maraga has criticized the government over the rollout of Grade 10, saying the confusion witnessed across the country is a result of poor planning and rushed implementation. 

Maraga argued that the government was not ready to introduce the new system and has left many learners, parents, and schools struggling to cope.

Speaking on the issue, Maraga said the Competency-Based Education (CBE) system was introduced without adequate preparation, especially in terms of resources and clear guidance. 

He said the government did not properly plan for the transition, which has caused confusion and uncertainty among students moving from junior to senior secondary school.

“The confusion we are seeing is because the government was not prepared,” Maraga said. “The rollout has been rushed and the system was poorly implemented.”

He pointed out that many schools are still not ready to admit Grade 10 students. 

Some schools lack enough classrooms, teachers, and learning materials. Others are still unsure about how to handle the new curriculum and how to manage student placements. 

Maraga said this shows that the government did not carry out proper planning or provide enough support before launching the new education system.

Maraga also raised concerns about the cost of the new system, saying that many parents are struggling to meet the requirements. 

He said the government should have ensured that the transition did not place additional financial pressure on families. 

According to him, the lack of proper communication has made the situation worse, as many parents are still unsure about what is required and how to register their children.

He called on the government to quickly address the challenges by providing clear guidelines, supporting schools with resources, and ensuring that all learners can join Grade 10 without obstacles. 

Maraga urged the authorities to listen to the concerns of parents and educators and to work together to fix the issues.
